Surrey has one of the fastest-growing small business communities in the Lower Mainland, and the marketing agency options have grown right along with it. That is not entirely a good thing. More options means more noise, and more businesses signing retainers they cannot clearly measure.

1. Ask What You Are Actually Buying

The single biggest mistake business owners make when hiring a marketing agency is signing up for a vague monthly retainer without a clear definition of deliverables. "Social media management" and "digital marketing services" are not deliverables. They are categories.

Before hiring anyone, ask them to define exactly what you will receive, when you will receive it, and how success will be measured. If an agency cannot answer that clearly in the sales conversation, they will not answer it clearly once you are a client either.

2. Look for Campaign Structure, Not Just Activity

Many Surrey agencies operate on an hourly or retainer model where you are essentially paying for ongoing activity rather than a defined outcome. This can work, but it puts the burden on you to constantly manage and evaluate whether the activity is actually producing results.

Agencies that work in defined campaigns with a clear start, objective, and end date make it far easier to evaluate whether the investment is working, because you know exactly what you were trying to achieve from day one.

If an agency cannot tell you what winning looks like before you start, you have no way of knowing if you won.

3. Check Their Actual Work, Not Just Their Pitch

Any agency can present a polished sales deck. Ask to see real work they have produced for businesses similar in size or industry to yours, and ask what specific results that work produced. Vague answers like "increased engagement" should be a red flag. Look for agencies that can point to specific, measurable outcomes.

4. Understand Who Is Actually Doing the Work

Some Surrey agencies sell the work in-house and then outsource execution to freelancers or subcontractors with no accountability back to the agency. This often shows up as inconsistent quality or missed deadlines. Ask directly who will be producing your content and running your campaigns, and how much oversight the agency actually has over that work.

5. Pricing Structure Matters More Than Price

The cheapest agency in Surrey is rarely the best value, and the most expensive is not automatically better. What matters is whether the pricing structure is tied to clear deliverables. A fixed-price campaign with defined outcomes is easier to evaluate than an hourly retainer where the final invoice depends on how much time was logged.
